Local governments or community-specific associations or non-government organizations can initiate build projects for residents or neighbors living in poverty housing, and obtain the assistance of Habitat for Humanity Philippines.

An example is the BASECO project, which was initiated by the local government of Manila.

Another example is the Dreamland Heights project, which was initiated by the Muntinlupa Development Foundation, a non-government organization composed of concerned citizens of that city, to resettle Muntinlupa residents who lived in informal-settler communities along a railroad track that passed through the city. While it was funded by the Japanese government through the Asian Development Bank and national government agencies, the actual house construction was managed by Habitat Philippines.
